Although instructions for submitting assignments can be covered in a start-up documents, it is usually better to include them directly in the assignment description, or on the assignment summary page. There may be several different types of assignments and students should not have to refer to a separate section of the course to remind them how to submit. It may be useful to use a standardized description of submission procedures for each type of assignment.
